It is caused by the parameter NLS_DATE_FORMAT which probably is set to DD-MON-YY in stead of DD-MON-RR, if you'd like an automatic conversion around the milleniumshift. RR interprets 96 as 1996, and 51 as 1951, but (I think the limit is around 50) 50 as 2050.
